Personnel Labor & Manpower Development

 


The Division is mandated by State Law No. 4L-01-96. The Division of Personnel, Labor and Manpower Development shall have the following duties and responsibilities:

1.     Personnel- The administration of the Pohnpei Public Service System Regulations (SL-2L-57-81) and other recruitment and employment policies. The assignment and administration of staff housing. The administration of life insurance and workmen’s compensation coverage’s, and the administration of leaves, retirement plans and all other benefits that may be available to the Executive Branch on all personnel matters. The establishment and maintenance of employee relations programs and practices.     

 2.     Labor and Manpower Development- Performance of the duties and functions of the Pohnpei Apprenticeship Program Act of 1990, the Pohnpei Wage and Hourly Law of 1991, and the Pohnpei Residents Employment Act of 1991 as they may be amended  or superseded. As a priority, plan, organize, coordinate and monitor programs to promote development to all existing workers in private businesses. Carry out these responsibilities in close coordination with the Division of Vocational Skills and Development of the Department of Education. The development and maintenance of training programs to improve and promote the skills of government workers.
